1.Contribution of Indira Gandhi for Constitutional and Legislative Development in India

Abstract
Indira Gandhi’s contribution to the constitutional developments in India is worth analysis.
Banks Nationalization, abolition of privy purses, giving protecting umbrella to the economic legislations, giving primacy to the Directives as against Fundamental Rights, expanding the protective network for women and other vulnerable sections of the society were the vital contributions during her period. She also made legislature supreme during her period. The Emergency proclamation and the other ordinances issued under it immune from judicial review were made by Mrs. Indira Gandhi. She also amended the Representation of the People Act and two allied laws- with retrospective effect to ensure that the Supreme Court was left with no option but to overturn the Allahabad verdict. The Constitution was amended 34 times during 17 years of her regime. Forty second Amendment was the most sweeping of the constitutional changes brought about. Affecting 59 Articles of the Constitution, it was carefully crafted to further diminish the power of the judiciary to secure parliamentary-in reality, the Prime Minister’s –Supremacy. Through 42nd Amendment the words “Social, Secular and Integrity included to the preamble with an avowed object. The study focuses on the various legislations made during Indira Gandhi’s regime, compile the Acts passed in nutshell and highlighting the constitutional developments during her period.

2. Attitude of Indira Gandhi on Indian Press during National Emergency 1975: A Study

Abstract

The present research is inclined to probe into the vision and idea of Mrs. Gandhi on Indian newspapers at the time of emergency. The prime objective of the research study is to examine the impact of emergency on press in India and to determine the rationale behind the imposition of restrictions on press. Indira Gandhi had a firm grip on the Indian Mass media. This was especially true since radio and television in India are government owned and operated and the Indian newspapers depend a great deal on government advertising. In the beginning of censorship, when a few leading newspapers such as The Indian Express and The Statesman refused to abide the government censorship, the government withdrew its advertising support from these newspapers. The second and perhaps more profound way of manipulating the news flow resulted from the government decisions to bring about a shotgun merger of the four privately owned Indian news agencies. To effect a merger, the government carried through various successful tactics. These developments that took place in media industry during emergency provide enough evidences to reflect upon the repressive attitude of Mrs. Indira Gandhi towards press.
3. Operation Blue Star and the Indian Army

Abstract
A massive religious cleansing movement was underway in Punjab, law and order had collapsed and the corrupt and demoralized Punjab police was simply not up to the task of restoring it. Jarnail Singh Bhindranwale, a preacher turned separatist, ran his terrorist campaign from the confines of the Golden Temple, the holiest shrine of the Sikhs, in Amritsar. To flush the terrorists and their masterminds out of the Temple, the then Prime Minister Smt. Indira Gandhi took a momentous decision and the army launched Operation Blue Star under the command of Major General Kuldip Singh Brar. But the operation which began in 1984 was like a dagger through the heart for Sikhs everywhere. Thousands railed against the Indian state and the army. After four months Indira Gandhi paid the ultimate price for ordering Operation Blue Star, when she was shot down by her own body guards. The present research examines the views of several army persons who actually involved in the operation along with a survey among army men on various issues related to the event. Many of the Army persons opined that the Operation Blue Star remains till date one of the military’s most difficult missions.

Leadership has no masculine flavor – Smt. Indira Gandhi was an enlightened world leader , Shrewd politician, an administrator with critical acumen, and a visionary who excelled her contemporaneous male leaders. She made explicit attempts to make India a social and secular country. She translated into action the goal and values of the Indian Constitution: justice, social and political. She was the voice of the voiceless down trodden of the society with a special care toward S.C.s, S.T.s and women – much legislation were passed in this regard. With her 20 point programme “ garibi hatao” and other poverty alleviation programmes there was tilt towards poor. She was a personification of women’s might in India and a role model for an Indian woman. She nationalized banks and brought in economic reforms, abolished privy purses and made India a nuclear space power. She transformed NAM from an ideological phenomenon to a down to earth political and economic movement. She lived her life for the country.

Training Program for Women Farmers

‘Use of New Technology Will Improve the Quality of Silk Worm’- Joint Director, Sericulture

Women farmers of Gangudupalle village, Chandragiri Mandal, Tirupati division were oriented towards new technologies and quality management techniques in mulberry cultivation and silkworm rearing at a training program organized by the Centre for Indira Gandhi Studies.
Sri.S.Raj Kumar, Joint Director, Sericulture, Govt. of Andhra Pradesh, inaugurated the program and stressed the need for quality maintenance and increased production. He said that the department is taking all measures to provide good marketing services and bring the improved technology to the doorsteps of the farmers. He commended the women farmers for taking initiatives to produce better quality and more quantity of silk.

Sri.Murugiah, Sarpanch Gangudupalle village thanked the University for taking up the training program in their village and facilitating them with new technologies. He requested the sericulture department to conduct such training programmes periodically so that the farmers who depend more on mulberry cultivation could improve their skills.

Sri. P.Nagesham, Assistant Director, Sericulture, Tirupati elaborated Government sponsored programmes/subsidies for farmers. Dr. Raghupathi and Dr. Mogili, both scientists interacted with the farmers on technical issues relating to Mulberry cultivation and silkworm rearing. Most of the women in adjoining villages who are working on silkworm rearing fielded questions and clarified their doubts.

Prof. D.Bharati, Department of Sericulture, in the University, assured the women farmers that her department was always ready to provide skill training whenever the villagers needed it. Earlier Dr.C.Vani, Coordinator of the Centre for Indira Gandhi Studies, welcomed the gathering and explained the objectives of the Centre and commended the farmers for attending the program.

Nationalisation helped India overcome crisis’

The intervention of visionary leader Indira Gandhi in the form of nationalisation of banks helped the country overcome the global economic slowdown, P.L. Visweswara Rao, a professor of Communication and Journalism at Osmania University, Hyderabad, said here on Wednesday.
At the national seminar on “Indira’s vision in public sector growth” organised by SPMVV Centre for Indira Gandhi Studies and the Tirupati chapter of Public Relations Society of India (PRSI) in commemoration of the 88th birth anniversary of the former Prime Minister, he eulogized her as “a woman of courage and conviction” and recalled her thrust to integrated rural development, a policy that was still revered and adopted by the Government irrespective of political parties in power. “She had the courage to implement her policies and the conviction to see that they emerged successful,” he noted.
V.V.R. Sastry, Chairman and Managing Director of Bharat Electronics Limited (BEL), Bangalore, in his keynote address, summed up public sector initiatives by the members of the Nehru-Gandhi family across four generations.
Initiated by Jawaharlal Nehru, the Public Sector Undertakings (PSUs) in India turned out to be the nation’s pride that propelled development, he said and added that the management of these institutions made all the difference.
He, however, made it clear that greater autonomy would help the institutions perform well and deliver the goods.

Indira's Vardhanti Observed

The Centre for Indira Gandhi Studies observed the Vardhanti (death anniversary) of former Prime Minister Indira Gandhi in the form of a function at Yerramareddypalyam village on the outskirts of Tirupati on 31st October 2008.

The event, conducted jointly by the varsity’s Centre for Indira Gandhi Studies and Centre for Women’s Studies, eulogised Indira Gandhi for bringing revolutionary changes in public administration and empowering people. Sri. B.N. Nageswara Rao, senior manager of Sapthagiri Grameena Bank, explained how the nationalisation of banks initiated by her benefited those living in the lower strata of the society. Similarly, the banks were now lending a lot to women’s self-help groups aiming at emancipation of women.

Elocution competitions were conducted for the students of the local school and prizes were given away to the winners.
In this connection, the students spoke on the leadership qualities of the late Prime Minister and the development of the country in areas like social equality, defence, education and public administration.

A leadership training programme for students of SPMVV, Tirupati titled ‘Youth And Social Responsibility – The Indira Gandhian Approach was organized on 14th and 15th February,2007.

A National Seminar titled ‘Smt.Indira Gandhi’s Garibi Hatao – Relevance, Revival and Restructure” was held on 28th and 29th March, 2007.’

14 research projects on various themes related to Smt Indira Gandhi were submitted to the Centre.

Leadership Training Programme

Sri Padmavathi Mahila Viswa Vidyalayam’s (SPMVV) Centre for Indira Gandhi Studies conducted a leadership training programme at Balaji Bala Vikas Campus, Karakambadi, for the Self-Help Group (SHG) leaders of Renigunta mandal in September 2008.
The event was aimed at facilitating the women to revisit the qualities of an effective leader, keeping in view the dynamic qualities of the former Prime Minister Indira Gandhi. G. Manohar, Director of Junior Chamber India Foundation and a master trainer in Neuro-Linguistic Programming (NLP), was the resource person for the programme.
He stressed on the leadership qualities and nuances of team building, with special reference to the functioning of SHGs.
The women members were encouraged to play an active role in the participatory and experiential sessions, which contained short stories, practical illustrations and analogies.
The participants were also shown short video clippings of persons who excelled as leaders and made it big in life.
In all, 30 leaders and 18 members of Karakambadi, Venkatapuram, Dodlamitta and other habitations took part in the programme.
Former coordinator of the Centre for Indira Gandhi Studies, K.Anuradha conducted the sessions, while the present coordinator C.Vani acted as the facilitator.

The Centre conducted a National Seminar on "Smt.Indira Gandhi's Garibi Hatao : Relevance, Revival and Restructure" on 28th and 29th March 2007.

S.V.Rangacharyulu , former director, CIT&QT, National Institute of Rural Development (NIRD), Hyderabad, gave a brief account of the strategies adopted during the nineteen sixties to tackle hunger, and the various poverty alleviation measures announced during the Indira Gandhi regime.

Prof. T.V.Subba Rao, Rector of the University traced the life and times of Indira Gandhi and her 20-point programme.

A book 'Veeranari Indira' authored by S.Annapurna, Associate Professor in Music and Fine Arts was released on the occasion.
